Internal update server client will connect but no update happens.

I have a IIS server set up with 80 and 443 with the proper pathways set up according to the Adobe Flash Admin guide.

I have my client mms.cfg set up:

AutoUpdateDisable=0

AutoUpdateInterval=0

SilentAutoUpdateEnable=1

SilentAutoUpdateServerDomain=(used hostname, ip, and FQDN to no success)

I finally set up wireshark to take a look at the communication. It seems like there is the hand shake for 443 exchanging of hello's and certificate and then the client sends a FIN packet and the communication stops. No update no request for the .xml file. I am stumped.

Does anyone have any experience with setting up an Intranet update server like the guide describes? If so any advice would be helpful.
